City of Virginia Beach Department of EMS Virginia Beach EMS is the nation’s largest volunteer prehospital medical services organization with more than 600 certified EMT’s responding to over 44,000 emergency calls for service each year. 1200 volunteers and 100 career staff are dedicated to delivering services to our community that preserve life, improve health, and promote the safety of citizens and visitors.
